Northwestern students have already begun to return to Evanston for the fall quarter -- that's apparent to folks walking downtown as streets start to get more crowded.

But the formal welcome starts next Tuesday as thousands of new Northwestern students arrive with their families during campus during Move-In Day 2010.

Evanston police have arrested a man who an 11-year-old girl says grabbed her by the arm as she was walking to school Wednesday morning.

Police Commander Tom Guenther says the girl was walking near Simpson Street and Ashland Avenue about 7:30 a.m. when a man she didn't know approached and asked her name, how old she was and where she went to school -- and then grabbed her arm.

Evanston's Library Board recently has proclaimed its dedication to outreach to the city's minority and low income communities.

But there was little evidence Wednesday night that those communities are buying into the outreach claim or see it as a reason to back the board's effort to break free from the City Council's budget oversight.

Evanston police officers on routine patrol early Wednesday morning stopped a man riding a bike with no light near Bridge Street and McCormick Boulevard.

After stopping the man, the officers say, they noticed a cut cable on the bike -- making them suspect it might have been stolen.
