Meeting called to order at 7:59 p.m.

P 1 - Municipal use exeption for public utility -- water pump station -- at 2525 Church St.

Betty Ester raises questions about the project ... including the splash park.

Alderman Robin Rue Simmons, 5th Ward, says its a phased project and will be having public meetings to discuss each state of the plans.

Approved.

P 2 - Special Education IKnstitution in I2 General Industrial Zone

Woman from the 1300 block of Pitner block club complains that the neighbors feel excluded and misled. Says black neighborhoods not afforded same consideration as white neighbohoods.

Approved with one no vote, from Alderman Ann Rainey, 8th Ward.

P 3 - Special use for Rubie's restaurant at 1723 Simpson St.

Betty Ester says it's unfailr to require removal of glass block windows from the property as a condition of approving the special use.

Alderman Melissa Wynne, 3rd Ward, says special uses are privileges that the council grants for uses that have been problemmatic.

Says giving Mr. Crayton's pending legal procedings she doesn't believe the special use permit should be granted.

Vote against granting special use is unanimous.

So special use request doesn't move forward to the full City Council.

PD 1 - Lakefront property for private land

Discussion item draws some public comment.

Staff presentation

Gary Gerdes of city staff says seeking a process change so the city review would happen at the same time as that of state and federal agencies.

Also wants to have notice to nearby lakefront property owners.

Says plans to come back with a proposal for changes to city code in March.
