    The people of Evanston are learning what city workers already know.  Wally Bobkiewicz is running Evanston into the ground.  Wally has told many city workers of his objective for a job with the International City Managers Association.  His actions serve his career ambitions and sink Evanston deeper into disintegration.   311 is a waste for Evanston and a resume builder for Wally.  City workers have very low morale because they are living with Wally’s damage every day.  There is contempt for Wally at all layers of the workers and managers.   The aldermen lack the backbone to intercede.  They know the severity of Wally’s problems.  They stick their heads in the ground as oblivious to the disintegration of Evanston.
