Evanston City Manager Julia Carroll has promoted Evonda Thomas to be the new director of the city’s Department of Health & Human Services.

Thomas, who joined the city staff in 2005, has served as head for the health department’s Family and Community Wellness division and had been interim department director since the recent retirement of Jay Terry.

Carroll said the appointment followed a nationwide search. 

Thomas will be responsible for staffing, public health and human services programs, budget and planning and the city’s designation as a certified local health department.

She holds a master’s degree in nursing from Governors State University and expects to receive her doctoral degree in health administration from the University of Phoenix in June.
