Ten new COVID-19 cases in Evanston, 1,006 across state

Evanston reported 10 new COVID-19 cases today raising the total here to 124. The statewide count rose by 1,006 to a total of 12,262.

There were 453 new cases in Chicago for a total of 5,067. Skokie reported 12 new cases for a total of 154..

The state reported 33 new deaths today for a total of 307. Chicago reported 14 new deaths for a total of 90. Evanston's death toll remained at two. Skokie's remained at seven.

The chart above shows Evanston's daily count of new cases along with the seven-day-average of new cases, which smooths day-to-day variations and may provide a better indication of when the city has started to "bend-the-curve" enough to signal that the peak of the pandemic here has passed. The equivalent data for the state as a whole is shown below.

Testing

The testing capacity has increased gradually, but so has the percentage of tests that show a positive result.

IDPH data indicates that the average number of tests performed daily in Illinois over the past seven days was 4,787. For the preceding week it was 3,391.

But the percentage of tests showing positive results was 19% for the past seven days and only 15% the week before.

Given that the current testing rate is only half the 10,000 tests per day that the governor says would be needed to meet the testing demand, it would seem that a whole lot of cases are still going undetected.

I've seen no data that would provide an adequate answer to your second question. Some definitely are, but it does not appear that any comprehensive list has been made available.
