Town Board Meeting
Elaine Autwell appointed deputy township clerk.
2012 Town Meeting minutes approved.
Town Audit. Accepted and placed on file.
Priscilla Giles says wording on previous township referendum was confusing. Says hopes will be clear this time.
(In reality, wording of the new referendum is specified by state law — so the council doesn’t have any control over it.)
Angela Butler, speaking for Township Assessor Bonnie Wilson, who’s ill. Wake for assessor-elect Sharon Eckersall will be held at St. Marks Church Wednesday evening. Her funeral will be at St. Marks at 11 a.m. Thursday.
Andy Wade of Metropolitan Family Services asks about funding for contracted services. Is told that funding will be the same for the remainder of this calendar year and that budget for 2014 hasn’t been finished yet.
Betty Ester says she wants to be able to debate people over dissolution of the township.
Grant Farrar, town board attorney ,says governmental body and its staff can’t “electioneer” … advocate one way or another on a referendum question. So wouldn’t be able to do debates.
Approved. 7-2 Rainey and Burrus vote no.
Township Budget Calendar Change
… to make the fiscal year match the calendar year … as was done a couple of years ago for the city.

City Council meeting
City gets distinguished budget award from government finance offiers association. Bill Stafford, finance director for ETHS, in presenting the award says only 72 of the 1,299 muncipalities in Illinois get the award.
Assistant City Manager Marty Lyons provides update on schedule for budget review upcoming this fall..
Priscilla Giles objects to plans to relocate a park as part of the Emerson Square project.
Betty Ester says there were only 13 incidents in five years in the area around the ETHS campus that is proposed for the Safe School Zone.
Says should drop plans for the Safe School Zone.
Junad Rizki says the Evanston Art Center should either pay market rate rent of about $200,000 a year … or be evicted from the building.
Joan Taylor, 1860 Sherman, requests full funding of 2014 mental health board requests of $700K+. Says agencies are having their state funding cut and facing delayed payments from the state, so local funding is crucial to their maintaining services.
Herb Harms, 6th Ward resident, says he thinks the Harley Clarke mansion should be demolished — based on his experience in the construction industry and his observation of the property. Favors having more open park space — says it’s not a very big park to start with.
Barbara Janes, 802 Colfax St., of NoParkSale.org, says came to no resolution at last week’s meeting about future use for the mansion.

1202 Sherman … open parking space in street-side yard
Staff and ZBA recommended rejection of the request.
Wynne introduces, Braithwaite seconds.
Wilson suggests possibility of doing a garage instead.
Rainey says at Dobson and Dodge she fought establishment of space for garage at townhouse. Says garage there added so much bulk, chaos and clutter to the space.
Wilson says have heard no objections from the neighbors.
Wynne says she appreciates the difficulty of the spot. Says there are many difficutl situations in Evanston where people want a front-yard parking slot. Says have to make do with the street parking that is there — or rent a space in a nearby garage.
Vote “yes” is to deny the applicant’s request.
Motion approved 6-3 Wilson, Rainey and Burrus vote no.
Resale establishment at 1900 Emerson
Rainey asks whether permits have been pulled for the work.
Community Development Director says they do have the permits now and work has started.
Safe Schools Agreement with D202
Alderman Holmes requests returning the issue to the Human Services Committee … until more data regarding it is provided.
