Our choices for City Council – Evanston Review – March 26, 2009 … voters in the 6th Ward … our nod goes to Mark Sloane. A chief financial officer and a CPA, Sloane would bring his expertise to focus on the city’s problems, such as the budget and pension funding. He has an eight-point plan to address the city’s perennial budget problems that includes zero-based budgeting, pay freezes for senior staff members, a 24-month pay increase cycle and others. To shore up the revenue side, he would support new businesses and the sales tax they bring. He, like others, would like to decrease the use of paid consultants by partnering with Northwestern for in-kind services. On the 35-story downtown building, he would have called for more control on agreements with the developers, a performance bond, for example, to ensure the project is finished in a timely manner.
