Loaded pistol stolen from car
Was the negligent owner charged? Leaving a loaded handgun in an unlocked car sure points to negligence.
Dumb move, but not illegal
Illinois law does allow you to keep a handgun + ammunition in your car (even in Evanston), but the ammo and/or magazines must be kept in a separate, lockable container like a center console or glovebox. They call this "six seconds to safety", but it takes some practice to get your times down around 6 seconds.
