Cook County Circuit Judge Maureen Kirby Thursday rejected former Gov. Pat Quinn’s effort to get the proposed Evanston Voter Initiative back on the March 17 election ballot after it was kicked off the ballot by the Evanston Electoral Board.

Kirby agreed with the Electoral Board’s conclusion that the referendum question is too confusing and violates state law.

Quinn and EVI organizer Allie Harned say they plan to appeal.
