  1. Here is my plan for development

    I was delighted to see, after weeks of rumors, that Target is going to open a store in the former Carson Pirie Scott building at State & Madison.

    This 'City Target' concept will be a smaller Target, geared towards urban residents (condo & apartment dwellers, college students who live in the city, not the codeword 'urban' ), with a nice grocery section.  The Tribune says Target has plans to open 5 to 7 of these 'City Targets'

    It made me enquire:  would this concept work in Evanston?

    Maybe the soon to be vacant Borders, for example, would be a nice spot.
