Here’s a recap of our live coverage of tonight’s Evanston City Council Planning and Development Committee meeting.

Meeting called to order at 7:21 p.m.

Minutes approved.

P 1 – Special use permit for Jimmy John’s at 1241 Chicago Ave.

Approved.

P 2 – Zoning oridnance text amendments regarding increased parking requirements for residential density

Mark Muenzer, community development director, says this is designed to catch situations where the number of units in a building is increased but the size of the building isn’t increased. Now no additional parking requirement, if, say a single family home was converted to a three-unit apartment building.

Alderman Ann Rainey, 8th Ward, says what about a two-unit building with an unfinished garden apartment. If that unit is to be redeveloped, what happens?

Muenzer says they could apply for a variation.

Rainey says we’re effectively acing out anybody in that situation.

Says ordinance is very narrow minded and narrowly focused.

Says this unit could be created –nothing illegal — but amendment would create barrier to adding additional housing stock.

Says she understands how “plagued” people are who have carriage houses in the rear of their homes. But doesn’t think it’s well thought out.

Approved 6-1. Rainey votes no.

Meeting adjourned at 7:35 p.m.
