Northwestern University officials, some neighbors of the school and some city aldermen are disputing terms of a consent decree the city and school entered into to settle a lawsuit two years ago. The neighbors claim the deal requires the university to discuss with the city in advance any plans it has to buy property in the affected area, the university says it doesn’t.
