City: Reid behavior anti-union, misogynist, illegal

A leaked document purporting to be the packet for a City Council executive session says City Clerk Devon Reid intimidated a clerk's office employee over the worker's desire to join a city union.

It also says the clerk used misogynistic terms to describe the city's corporation counsel in conversations with other city employees.

And it alleges that Reid has violated official misconduct provisions of state law by:

  • surrepticiously recording conversations with aldermen and other city employees,
  • disclosing closed-session City Council discussions to his former campaign manager,
  • attempting without authority to record closed-session council discussions concerning his lawsuit against the city,
  • disclosing privileged and confidential city documents to third parties, and
  • mishandling the city's closed session recordings.

It also alleges that he violated the Illinois Public Labor Relations Act by retaliating against the clerk's office employee for trying to gain union protection.

It further claims that Reid violated the Illinois Human Rights Act by giving the clerk's office employee a tape to transcribe that contained a recording of a sexually-explicit conversation between Reid and an unknown third party and by expressing an anti-female animus against the city's corporation counsel by referring to her as a "cuck" and a "bitch."

The document was published today by activist Misty Witenberg, a Reid supporter, on her EvanstonLeads website.

Has Reid responded to the allegations?

The document published by Evanston Leads is pretty damning. It doesn't seem like someone who supports the clerk would want that document public.

Has Reid responded to the specific allegations since the document has been published?

I'm specifically interested to see if he denies recounting closed session information to unauthorized individuals and whether he denies illegally recording conversations without the other party consenting.

One thing that seems indisputable is that he has an established record of being very careless, which is not a trait needed in a clerk.

His multiple transgressions operating a motor vehicle without a license, the fact his political campaign has been fined multiple times by the state board of elections for failing to submit finance reports, and this issue with how he handles official city documents all contribute to a record of sloppiness. It is not surprising given his lack of experience.

The one thing he has been good at is convincing a small segment of people that his position as clerk makes him the ultimate defender of FOIA.

All the FOIA officer does by statute is keep track of FOIA requests and send out responses.

He is not responsible for any policy regarding what gets released and what doesn't. That is pretty clearly the job of corporation counsel.
