Evanston Police Chief Richard Eddington announced three promotions at the department Thursday.
Cmdr. Joseph Dugan was promoted to deputy chief, Sgt. Dennis Leaks was promoted to commander and Detective Tim Sullivan was promoted to sergeant.
Dugan had most recently headed the detective bureau and was previously the department’s public information officer. He’s expected to lead the department’s support services division.
Leaks was previously assigned to the office of professional standards.
The promotions fill a vacancy created when Deputy Chief Jay Parrott left in April to become police chief in Lincolnwood.
