Ed Tivador, the challenger in the 1st Ward aldermanic race, says he believes the city should limit its property tax increases to the rate of inflation — something school districts — like the one he runs in Northbrook — are required to do under state law.

The Evanston City Council on average has raised property taxes at twice the rate of inflation over the last four years.
