Meeting called to order at 4:35 p.m. Five members present: Alds. Clare Kelly (1st), Peter Braithwaite (2nd) , Jonathan Nieuwsma (4th) , Bobby Burns (5th) and Devon Reid (8th).

Public Comment

Four people speak in favor of expanding Northwestern University game day parking at Canal Shores Golf Course.

Consent Agenda

Removed from consent: A2, A9, A10, A11, A12, A13, A14.

Consent agenda, minus those items, approved at 4:56 p.m.

A2 – Payroll and bills

Nieuwsma recuses himself, says his wife’s employer is on the bills list for $200.

Approved 4-0-1.

A9 – MWRD lease amendment regarding Canal Shores
A10 – MOU between city, NU and Canal Shores for tailgating and parking management during NU football home games

Approved 5-0.

A11 – CTA special detail for EPD.
Staff clarifies that EPD provides training to the officers.
Ald. Clare Kelly (1st) asks why EPD is subject to liability for suits that might arise.
Assistant City Attorney Alexandria Ruggie says its done that way because the officers are City of Evanston employees.

Kelly moves to hold. Reid seconds. So no vote tonight.

A12 – Flood plain regulations amendments
Approved 5-0.

A13- General Obligation Bonds
Public Works Director Dave Stoneback was approved at last meeting. Was held in Council then. Should only be on Council agenda tonight.
Kelly claims there are differences in the proposal.
Hitesh Desai says nothing has changed in the ordinance language — which specifies not to exceed amounts.
Kelly objects.
Braithwaite rules that the issue will be discussed at Council
Reid agrees with Kelly.

A14- Amending city code re Sale of Real Property
Kelly objects to the change. Says wants more public participation in discussion of possible sale.
Reid proposes holding the issue. Kelly seconds. So no vote tonight.
