The suspect is probably severely malnourished
A 5’5″ male weighing 90lbs has a body mass index of 15. According to the CDC and the UK National Health Service anyone with a BMI between 18.5-20 is at risk for suffering malnutrition. So this person would be extremely thin.
Honestly, if someone with a bmi of 15 was trying to shoplift, I would think they would be too lethargic to outrun the security guards at Valli.
A thin juvenile
It’s not a typo. The police said a witness described the offender as a thin juvenile, about 5-feet-5-inches-tall and weighing about 90 pounds.

The story says ~~Suspects include a 5-foot-5-inch-tall black male weighing 90 pounds. Was the witness only able to describe just one person? What about the other suspects? Should our Evanston stores be on the lookout for a gang of candy thieves?
The second suspect
There was a second suspect, according to the crime bulletin, who was identified only as a black male, with no height or weight estimated. In the heat of the moment, it is not unusual for witnesses to offer identification information on only one suspect. Police have not issued any "candy theft alert" for Evanston, by the way.
descriptions
One shouldn't take a description at face value. It is very tough, even for trained observers, to get a feel for height / weight on a fast glimpe. Even clothing descriptions can be off on color etc.
